GCC residents with high level professions (managers, doctors, engineers, etc) can also obtain a visit visa on arrival.

Others can obtain a visit visa through a tourist company.

All gcc nationals and resident expats should have to apply for the visa directly through saudi consulates. For that you need a letter from a saudi sponsor or from a saudi company.
